RCR|HUB grants the subscribing organization a limited, non-transferable, non-exclusive license to access the RFP Access Network for internal business development purposes only.
This license is:
• Organization-specific
• Non-transferable
• Revocable at any time upon breach
Access rights do not constitute ownership of any portion of the database, structure, or compilation.2. Strict Prohibition on Credential Sharing
Login credentials may not be:
• Shared outside the subscribing organization
• Shared with affiliate companies unless separately licensed
• Shared with consultants, contractors, or third parties without written authorization
• Distributed via email, shared drives, Slack, or similar tools
Each subscription is licensed for use solely by the subscribing legal entity.
If any employee, contractor, officer, or representative of the subscribing company shares credentials:
• The subscribing company is fully liable
• Access will be immediately terminated
• No refunds will be issued
• The company may be permanently banned from the RFP Access Network3. Corporate Liability Clause (Critical Protection)
If a company representative is found to have:
• Shared login credentials
• Enabled unauthorized access
• Scraped or extracted data
• Redistributed proprietary content
The subscribing company agrees that:
1. The company is legally responsible for the actions of its representative.
2. RCR|HUB may immediately terminate access.
3. The company will be removed from all RCR|HUB Business Partner listings.
4. The company forfeits all active sponsorship placements.
5. No refunds will be issued.
Removal from Business Partner listings may include:
• Category listings
• Billboard placements
• Editorial features
• RCM Connections placements
• RFP Network visibility
Reinstatement is solely at the discretion of RCR|HUB.4. No Data Redistribution
Subscribers may not:
• Copy the database structure
• Export bulk data for resale
• Repackage listings into a competing directory
• Publish listings on external platforms
• Sell access to the RFP Network
Permitted use is strictly limited to internal proposal pursuit and business development.5. Anti-Scraping and Automation Clause
The following are strictly prohibited:
• Automated scraping
• Bots
• Headless browsers
• API interception
• Systematic harvesting
• Reverse engineering
• Data mining
Any attempt to bypass authentication controls or systematically extract content constitutes material breach.
RCR|HUB reserves the right to:
• Block IP addresses
• Block device fingerprints
• Pursue civil remedies
• Seek injunctive relief6. Proprietary Compilation Protection
While individual RFPs originate from issuing entities, the organization, categorization, tagging, filtering, and structured compilation within the RFP Access Network are proprietary intellectual property of RCR|HUB.
Unauthorized duplication of database structure is prohibited under applicable intellectual property laws.7. Monitoring & Enforcement
RCR|HUB may monitor:
• IP address usage
• Login frequency
• Concurrent sessions
• Geographic inconsistencies
• Abnormal request patterns
Suspicious activity may result in temporary suspension pending investigation.8. No Guarantee of Award
RCR|HUB provides curated access to procurement opportunities.
RCR|HUB does not guarantee:
• Contract awards
• Completeness of listings
• Continuous availability
• Acceptance of proposals
Subscribers assume full responsibility for due diligence.9. Immediate Termination for Breach
Material breaches include:
• Credential sharing
• Data redistribution
• Scraping
• Circumvention of technical controls
Termination is effective immediately and without refund.10. Governing Law
This Agreement is governed by the laws of the State of Florida.
Any disputes shall be resolved in the courts located in Florida.By subscribing to the RFP Access Network, you agree:
• Access is licensed only to your organization.
• Sharing login credentials is strictly prohibited.
• Unauthorized access, scraping, or redistribution will result in immediate termination without refund.
• Your company is legally responsible for misuse by its representatives.
• Violations may result in removal from all RCR|HUB Business Partner listings and sponsorships.

With over 6,500 U.S. healthcare organizations identified, the Directory helps Business Partners research systems, locate vendor registration pages when available, and understand procurement structures.
Even when a formal RFP process is not publicly listed, the Directory supports proactive positioning, targeted outreach, and informed engagement within the healthcare Revenue Cycle market.

A: The RFP Access Network exists to help Business Partners discover healthcare Revenue Cycle opportunities in one centralized location. The HUB provides access to the RFP information and related opportunity details as part of the network's resources for members.

The RFP Access Network was not built overnight. It was built with intention.
In 2020, early draft RFP templates were submitted to JER Marketing by providers as part of the original concept development. The goal was clear but ambitious: create a centralized, organized system that would bring structure, transparency, and accessibility to Revenue Cycle specific procurement opportunities.
By September of 2023, that concept became a formal initiative.
Vice Presidents of Revenue Cycle, C-suite leaders, and experienced vendor members participated in collaborative roundtables to shape what the Network should become. These were working sessions focused on real operational gaps:

• Hours spent monitoring scattered portals
• Missed opportunities due to lack of specialization
• Over-reliance on generic RFP aggregation platformsThe consensus was clear. The Revenue Cycle CommUnity needed its own dedicated network.
On July 23, 2025, the RFP Access Network officially launched in structured table form. The initial release represented approximately 700 hospitals and health systems.
By December 2025, the Network evolved into full App form within RCR|HUB, creating a more scalable and organized user experience.
As of February 2026, the hospital research database has grown to include over 6,500 U.S. healthcare facilities. While portal links are not yet available for every organization, a dedicated research team leveraging AI-assisted tools continues to expand and verify procurement access weekly.
The development of the Network has been iterative and deliberate. Structure, compliance safeguards, sourcing standards, and security protocols have been continuously refined to protect both providers and Business Partners.
